I can't give a better description of these wind breaker pants because they are not in the current clothing catalogue. The material is a nylon feeling wind and water resistant material and the particularly wind susceptible surfaces are double layered. The cuffs of the pants legs do have velcro adjustable closures, and the seams are reflectorized.
First the positives, although I thought these pants would be very noisy (they are kind of crinkly). But, once we mounted up and started pedaling I did not notice any rustle. What I did notice is NO WIND CHILL! Ok score one for the baggy pants! There was no rain penetration either. Although I did get a wet butt I am inclined to believe that the water got in through a gap between the jacket and the pants top. There was not much and if you look closely at the accompanying pictures you will see we did get loads of rain and road spray. So the pants worked!
On down side! First the ankle area is far too loose to be used as a road pant. I allowed the pants to do their own thing for the first half of the ride to allow the inevitable conflict between the chain ring and the inseam. It finally began happening at about a third of the ride, by the half way mark I implemented the cable tie expedient! Additionally, and this was partially my fault, the waist and seat of the pants had a way of working their way south and bunching around my crotch. There is a draw tie in the waist but I did not use it, perhaps I should have but I find waist restriction counter productive in breathing activities, so every now and again a convenient stop light did wonders for adjusting droop! Everybody loves to make cracks about spandex and bikers, but you know what? It is simply the best solution to the gear/clothing/wind conflict.
Cannondale makes everal lines and types of active wear and I honestly think that these pants were destined for their now imperiled if not defunct off road vehicle division. These pants would probably be fine on an off road motorcycle or ATV but they are simply no good for a road biker! So the numbers reflect their suitability for that activity if I were checking them for other outdoor activities the numbers would be much higher!

First impressions:
Solidly built, ample fit adjustments, ample reflective material, a bit baggy around the ankles (could spell trouble). The material feels and sounds a bit crinkly, may be a noisy addition to the road gear.
On the road:
The wind pants settle in nicely. The fit works itself out pretty well, the noise calms down and the pants end up not making much noise at all. The wind breaking material works very well! No wind penetrates in to your legs. The pants are cut somewhat baggy but the material is stiff enough so that it does NOT flap in the breeze and cause lots of extra drag. These pants are cut to fit comfortably around a moving body. They don't resist movement or encumber your pedal stroke.
So far I have tested these pants down to 19 degrees fahrenheit and they are great! They seal out the cold and leave you comfortable in some nasty conditions.
One negative point is the bagginess around the ankles. Much the same as Garuch, I had to strap in the crankside ankle section of the pants, so that it wouldn't get caught in the chainring.
